Feasibility study deliverables - the library

Authored by Oliver Wakefield-Smith, Founder of Digital Signet. Working from RIBA Plan of Work 2020, RICS NRM1, BB103/BB104 and ESFA CIF 2026-27 rules.

What a feasibility study should produce, tagged to the standard that governs it. Every deliverable here maps to a RIBA stage and a discipline, and most are mandatory for CIF or SRP work.

Mandatory vs optional

Site survey, options appraisal, Cost Plan A and a risk register are mandatory for any CIF or SRP-bid feasibility. Planning pre-app and area schedule are mandatory where the project touches gross area or planning. Specialist deliverables (energy model, embodied-carbon, acoustics) become mandatory for net-zero and SEN work.

RIBA stage mapping

Site survey: Stage 1. Options appraisal: Stage 0 to 1. Area schedule: Stage 1. Cost Plan A: Stage 2. Planning pre-app: Stage 2. Programme and risk register: throughout.

Who produces each

Site survey by surveyor specialists; options appraisal by architect with QS support; area schedule by architect; Cost Plan A by QS; planning pre-app by planning consultant or architect; programme and risk by project lead.
